Thanks for your help.  I will dig around the OS and verify the
permisisons to those directories are correctly set.

Okay, I'm becoming more and more convinced that something fundamental is
wrong here, although I don't know what.  I don't see how else to explain
the behavior that you're seeing, where the overview is present and
working correctly, the active file is correct, innd is writing data to
overview without any trouble, nnrpd is seeing the right article count,
and yet it can't read the actual overview data.

There's some sort of subtle permissions problem here (like the
subdirectories in your overview spool not being readable by nnrpd), or
there's something broken in the operating system (mmap support or
something), or nnrpd and tdx-util are expecting different on-disk data
formats, or there's something else really fundamental that's wrong.

With this sort of result, I'm not convinced that rebuilding everything
is actually going to help.  According to the above, all the data is
already there; rebuilding isn't going to create any better overview than
what you already have.
