[radvd-announce-l] RADVD v1.9.6 released

Hi,

RADVD v1.9.6 released.  This is a minor release with a single bug fix.  The
AdvSendAdvert setting was sometimes being ignored causing advertisements to
be send on interfaces with AdvSendAdvert='off'.

As always, if you find any problems with this, or RADVD in general, please
let me know.
