[radvd-devel-l] Advertising interface is not "autoconfigured"

Your setup is like:

IPV6TO4INIT=yes
IPV6TO4_RELAY=192.88.99.1
IPV6TO4_CONTROL_RADVD=yes
IPV6TO4_ROUTING="eth0-:1::0/64"

right?

It's assumed that when IPv4 prefix changes, the base interface (e.g. 
ippp0) is brought up and down; then this works.  If the address changes 
but ifdown/ifup is not run, there will be problems?
