[radvd-devel-l] Decreasing default AdvValidLifetime and AdvPreferredLifetime

Hi,

Quite often I've seen that a wrong prefix gets announced by accident 
or radvd starts up in an interface that wasn't intended.

Radvd's defaults for Adv{Valid,Preferred}Lifetimes (31 and 7 days, 
respectively) exacerbate this problem.  On the other hand, a long 
lifetime is only useful in a) bandwidth saving scenarios (where the 
setting can be tuned), and b) if a router would go down for a longer 
period than Valid/Preferred lifetime and you'd want to keep on-link 
communication with the subnet prefixes working.

Unless I hear objections, I'm going to significantly lower these 
values, e.g., to 4 and 2 hours, respectively.
