[radvd-devel-l] Why not start if routing is disabled?

Sorry for confusion in writing my response.  I meant to say that the 
forwarding behaviour check cannot be changed unless the situation has 
changed, but nonetheless this part of the patch could be merged for 
clarity (but not sure if it's needed):
