[radvd-devel-l] Why not start if routing is disabled?

Let me check this out for the 2.6.31.12 kernel. I was trying to disable
IPv6 routing on interfaces not used for routing because otherwise I cannot use
LRO on those interfaces.
I'll do some testing tomorrow and get back to you.
